Place of Incident:        Sitio Tuminhao, Barangay Malusay, Guihulngan, Negros Oriental, Philippines

 

Date of Incident:          20 June 2006, at around 6:00 PM

 

Alleged Perpetrators:  three (3) bonnet- clad men armed with 45-caliber pistols (Suspected members or

                                    agents of the AFP 11th IB-PA based in Brgy. McKinley, Guihulngan, Negros Oriental)

 

Account of Incident –

 

As a government worker (messenger) of the Local Government Unit of Guihulngan, Negros Oriental, ELADIO DASI-AN prepared to go home after office hours on 20 June 2006 to his family in Sitio Tuminhao, Brgy. Malusay, in Guihulngan town- some 3 kilometers away from the town proper.   Eladio was traversing the road to his home on board his Yamaha DT-125. As he was nearing his place, he had to slow down his driving due to the rough roads.

 

Suddenly, three (3) bonnet- clad men armed with 45-caliber pistols emerged along his way and shot him several times on his chest and head.   Assured that Eladio was already dead, the men hastily left on a waiting vehicle. The assailants are believed to members of the "death squad" of the 11th IB-PA based in Brgy. McKinley, Guihulngan, Negros Oriental. The incident happened at around 6:00 PM .

 

Several days prior to the incident, Eladio already got information from neighbors and reliable sources that motorcycle-riding men had been asking on his whereabouts.

 

Eladio is survived by his wife and two children- a 6th grader boy and a 3rd-year high school girl.

 

 

RECOMMENDED ACTION:

 

Send letters, emails or fax messages calling for:

 

1.       The immediate formation of an independent fact-finding and investigation team composed of representatives from human rights groups, the Church, local government, and the Commission on Human Rights that will look into the summary execution of Eladio Dasi-an.

2.       The arrest and prosecution of the perpetrators of the crime/s of summary execution.

3.       The immediate and proper indemnification of the victims; and

4.       The Philippine Government to be reminded that it is a signatory to the Universal Declaration of Human Rights and that it is also a party to all the major Human Rights instruments, thus it is bound to observe all these instruments' provisions.
